- Sensitive Products
Contain essential oil, care solution, lubricants, batteries, glue, and other sensitive items, to guarantee your delivery, we will take them out for you.
- The Customs Policy
Items containing brands, large quantities of liquids or powders, goods with electrical components, foods, medicines, and other items may be subject to customs restrictions and carry certain shipping risks. In the event of any consequences arising from the aforementioned risks, WTCBUY is not responsible for customs clearance and does not assume any related legal liabilities.
- Can't be professionally inspected.
If you buy electric equipment, brand items, tickets, cards, etc., we cannot inspect the items professionally (i.e. quality, authenticity, completeness, etc.). The inspector can only check whether the items' appearance is in sound condition or accessories complete, but can't turn on the equipment to check the quality.
- Fragile items
Contained ceramics & glass products, irregular shape items (wipers, automatic damper, etc.), items during delivery may cause abrasion, broken, please be cautious to purchase. We guarantee the completeness of the items before delivery, but if such items are damaged during delivery, and logistics have categorized them as fragile, you need to bear the resulting loss caused by the above situation.
- Customized products
If you submit orders as customized items, we suggest you negotiate with the seller directly so that your requirements would be met. After successful negotiations, you need to provide us with the number, information, or signs of Wangwang chatting with the seller. We can not do a professional inspection of these items, so you need to bear the resulting loss caused by the above situation.
- Deposit order
Due to the regulation of Taobao sellers, a deposit order cannot be canceled once the order has been placed, and meanwhile, you have to follow up on the seller’s issued information and clear the outstanding balance. Then after that, the items could be delivered. If the outstanding balance cannot be cleared within a certain time, the deposit will not be returned.
- Sellers with poor credit
We suggest you choose the well-reputed store that has more than three hearts and has paid for the Taobao guarantee. If the seller‘s credit is low, and there is no guarantee paid, there might be bothersome situations, such as false delivery, no delivery, no after-sale service, and no rights protection. You need to bear the resulting loss caused by the above risks.
- Prohibited Goods and Activities
Our company strictly prohibits the sale or transportation of any counterfeit or fraudulently branded products. We reserve the right to refuse service to any customer attempting to procure such items. All products procured through our service must be genuine, authorized merchandise from the respective brand owners. We will not assist in the acquisition or shipment of any counterfeit goods.
In addition to counterfeit goods, the following items and activities are also prohibited:
a. Alcohol, tobacco products, smoking mixtures, e-cigarettes (and related liquids).
b. Cyberlockers, torrents, file-sharing bases, and UseNet providers.
c. Malware/spyware providers.

Rules for parcel forwarding and quality inspection
Rules for parcel forwarding, signed acceptance, and inspection
When signing on receipt of a parcel, if we find that the parcel does not suit the product packaging requirements (for example, if the exterior of the packaging is seriously damaged), we will not accept the parcel and may return it to seller or you.
If your parcel fulfills all product packaging requirements, we will then open it and check for forbidden items, then weigh it and place it in the warehouse.
If your product does not fulfill the requirements for air shipment, we will mark the corresponding order and notify you concerning product returning affairs.
If you find the parcel has not been signed by our warehouse after the standard delivery date (our warehouse is located in Xiamen and usually the domestic parcel should arrive in 3 to 5 business days), please contact your domestic logistics provider or the online customer service team to check the status of the parcel.
Details on “product inspection & verification” and warehouse stocking
By selecting “product inspection & verification”, you are authorizing us to check the quantity, color, size and other information regarding the product. After we inspect it, the original express delivery box will be discarded, and we will seal the product in WTCBUY's own packaging and place it in our warehouse. (This does not apply to items that are fragile, easily damaged, or extremely large, and items for which the express delivery box is already part of the packaging. The actual packaging results may differ according to the situation)
a. Slight color differences, size errors and effects of use etc. are not part of the product inspection process.
b. For electronics, digital devices, accessories and other products that require specific expertise, we will not
be checking the quality, model, and accessories during the inspection.
c. For products such as CDs、Figures and adult toys, we will not open the products that are sealed or products with sealing labels. We will only check the exterior for damage and will not be responsible for what is contained inside the plastic packaging.
If you do not select “Standard Quality Inspection”, we will either refuse to sign the parcel or change the box/packaging for you. However, when the original box/packaging of the product is damaged, we will refuse to sign the parcel or change the box/packaging for you. We will make sure that your product will be properly stored and your benefits are protected. If there is any problem with the parcel that is shipped to the warehouse, please verify the problem with the sender, WTCBUY is not responsible or liable for any compensations.

What is 5-Day Return/Exchange Guarantee?
5-Day Return/Exchange Guarantee is a special after-sales service (including the service itself and the tech support) offered to customers by sellers on third-party platforms. Within 7 days after the product is signed (i.e. within 5 days after the product is stocked in the warehouse), the buyer can return/exchange the purchased product based on this rule and associated rules released by third-party platforms.

FAQ:
- What to do when there is an after-sales problem with an order that is ineligible for the “return/exchange guarantee”?
When there is a quality issue with the product, WTCBUY will verify with the seller based on the actual situation. We will figure out the final solution and notify the user. If the product has no quality issue, the return/exchange service will be unavailable based on the rules from the third-party platform. WTCBUY will try to communicate with the seller and protect the user’s rights.
- Who will be responsible for the shipping fee when using the “ return/exchange guarantee”?
The product must be new and meet the resell requirement before requesting the return/exchange service. If the product has no quality issues, the user will be responsible for the shipping fees. If there is a quality issue with the problem, the seller will be responsible for the shipping fees after the user submits the request.
- Will there be any charges if I request the return service when the order status is “not shipped”?
Don’t worry, in this case, there will be no charge. You will only be charged when the return/exchange request meets the three conditions: First, the product has no quality issues. Second, the product is already stocked in the warehouse. Third, you have used up the free returns/exchanges allowed for this month. So, when a product is not shipped yet, we will not charge you any fee.

Provide the order of the purchased goods, payment vouchers, description of the goods, as well as the evidence of the goods fake and shoddy description.

What is 5-Day Return/Exchange Guarantee?
5-Day Return/Exchange Guarantee is a special after-sales service (including the service itself and the tech support) offered to customers by sellers on third-party platforms. - What to do when there is an after-sales problem with an order that is ineligible for the “return/exchange guarantee”?
When there is a quality issue with the product, WTCBUY will verify with the seller based on the actual situation. We will figure out the final solution and notify the user. If the product has no quality issue, the return/exchange service will be unavailable based on the rules from the third-party platform. WTCBUY will try to communicate with the seller and protect the user’s rights.
- Who will be responsible for the shipping fee when using the “ return/exchange guarantee”?
The product must be new and meet the resell requirement before requesting the return/exchange service. If the product has no quality issue, the user will be responsible for the shipping fees. If there is a quality issue with the problem, the seller will be responsible for the shipping fees after the user submits the request.
- Will there be any charges if I request the return service when the order status is “not shipped”?
Don’t worry, in this case, there will be no charge. You will only be charged when the return/exchange request meets the three conditions: First, the product has no quality issues. - You opened a dispute or declined a payment recently when using your credit card. Our system will lock your WTCBUY account automatically when you decline a payment. We will unlock your WTCBUY account after the dispute is settled or after the declined payment goes through.
- What will happen if your WTCBUY account is locked?
If your WTCBUY account is locked, all the account-related requests will be suspended, including:
- Order purchase.
- Parcel shipping.

Transaction Verification Time

An important basis for the customs of various countries to judge civil and commercial parcels is the weight of the parcel and the quantity of items. The probability of an over 10KG parcel being considered as a commercial parcel is relatively high, so please confirm the weight of the parcel when submitting it. And the excessive quantity of same item is also one of the important reasons for being regarded as a commercial parcel, so please try to avoid sending same product with a large quantity.
How many are recommended to be limited for small-capacity liquids, medicines, etc. to be shipped with other products?
It is recommended that liquids and medicines do not account for more than 10% of all products in the parcel.

What is Personalized Declare?
The system will automatically generate declaration based on the product attributes in the parcel, but you can make a custom declaration according to your own requirements. You can edit the declared type, quantity, unit price and total price of the declared product.
What is System Declare?
You only need to fill in the total declared amount by yourself, and the system will automatically generate declaration based on your declared amount and the product attributes in the parcel. Tips:
Unreasonable declarations may affect customs clearance. WTCBUY considers the following situations as unreasonable declarations for reference only:
Situation 1: Item Doesn't Match Its Price: 3 pairs of shoes, the declared amount is $1.
Situation 2: Item Doesn't Match Its Weight: a 10KG product, the declared item is a ring.
Situation 3: The declared value is much higher than the actual value: Suppose your current total package value is about $200, and the total value of your declared goods is $1000.

When the parcel's status is "packed" in the WTCBUY warehouse, the warehouse and logistics provider will arrange dispatch/pick-up within a fixed time (logistics providers will be off on weekends and public holidays, and pick-up will be postponed).

International Package Delivery Agreement
Upon the particularity of international transportation, you need to comply with the rules of international package shipping, please be sure to read thoroughly and accept the following terms and conditions.
Package compensation standards: If your products are lost, lacking in quantity, damaged, delayed or being seized by customs during the shipment process due to reasons not in WTCBUY's control, WTCBUY is not responsible for compensation. For indirect and not actualized profit lostes, we will also not be responsible for any compensation. Please see the “Insurance and compensation of Parcels” for actual details.
WTCBUY is not responsible for compensation in the follow situations (for uninsured package):
1. No compensation will be given for the lost of mail due to force majeure such as natural disasters or customs reasons;
2. If the delivered items violate the prohibition or restriction regulations, the competent authority will confiscate them or deal with them in accordance with relevant laws and regulations, and no compensation will be given;
3. No compensation will be given if the package of the mail is intact with no signs of dismantling, and the weight is not reduced but the internal parts are short or damaged at the time of delivery;
4. If the mail track shows that it has not been delivered properly, and it is confirmed by the logistics provider that the parcel has been confiscated by the customs, the logistics provider's inquiry shall prevail and no compensation shall be paid;
5. No compensation will be given for the lost of the mail or the shortage of the contents due to the responsibility of the customer or the reasons for the sent item itself;
6. No compensation will be given if the customer fails to inquire and make no claim for compensation from the date of delivery of the mail to the expiry of the inquiry period;
7. If the international mail is detained, confiscated or destroyed by the destination country according to its domestic laws, no compensation will be given.

Delivery Time
How does WTCBUY deliver the goods
Delivery time includes two parts:
the time we need to deal with your order----we get the goods from the suppliers to our warehouse (2-10 days)
the time that the parcel sent from China to destination (7-20 days)
If you replace an order----add and reduce the orders, the time of the order processing will change, and the order date will be recounted.
For example, you place an order on 1st April, the order processing time is 10 days (1st April+10 days). If you add merchandises on 3rd April, the order date will be counted as 3rd April, the order processing time is 13 days (3rd April +10 days).
The truth is that we have to purchase again for your added orders, not because we don’t deal with your order in time.
After your payment is successful, we will contact with the suppliers and they will send the goods to our warehouse.
We will check the quality of the merchandise carefully, if there is no problem, the merchandise will be shipped out immediately. We will send the tracking number to you by which you can check the condition of the parcel.
We guarantee the quality of the goods: the colour, size or visible defect will be detected and treated immediately. We will send the goods back to the suppliers for exchange or ask them for refund.

The inspection is based on the size that on the product's label and tag. Errors such as color difference and actual size are not within the scope of inspection.);
2. Electronic and digital products are special commodities. The quality inspectors only check the appearance of the product, cannot check the completion of accessories in sealed box, and cannot turn on the product to check the quality problem (the quality inspectors will send the arrival picture for the user to confirm the product);
3. You can request for after-sale service about problem caused by the inspection when you receive the goods.
Tips:
1. Color difference, size error, use effect, etc. do not belong to the scopes of inspection. Electronic digital products belong to special commodities, and the quality inspectors only check the appearance of the products, and do not have a power-on check;
2. For unverifiable information, such as no obvious damage or contamination of the product, we will assume that you have communicated with the merchant and reached an agreement;

Mailing Restrictions Setup
After the quality inspectors completing the product inspection, they will set the mailing restrictions of the product according to the brand, category, size and other characteristics of the product
When you submit the parcel, the system will provide suitable routes for you to choose based on the mailing restrictions of your products (the mail restrictions only act as a limitation when submit the parcel on platform, which helps you select the appropriate route and reduce the shipping risks).
What if there are no routes to choose from when submitting a parcel for delivery?
In the international logistics transportation, there are strict restrictions on the types of related shipping items. When the goods you ordered arrive at the WTCBUY warehouse, the relevant staff will set the mailing restrictions according to the attributes of the goods. When submitting the parcel, the system will filter according to the mailing restrictions for you to choose sutiable routes. If your product does not have any transportation route to choose from, you can click "View Reason" on the route you want to choose and contact online customer service to verify the specific situation.

Tips:
If you know well aboout the characteristics of the product and the mailing restrictions, you can contact the online customer service to modify the restrictions for the restricted products. WTCBUY will determine whether to allow the modification according to the actual condition of the product. You need to bear the risks arising from this if the modification is permitted.
Why do some goods need to be shipped separately?
For the sake of reasonable packaging or reducing the volume and weight of the parcel, if the one side length of the product is greater than or equal to 90CM, the system will automatically set the "individually packaged" tag. When you submit the parcel, the product needs to be sent separately.
Why can't the stored goods be submitted together for delivery?
1.If some items in "Warehouse" be set mailing restrictions, it will be restricted when selecting all the items to submit the parcel together;
2. If the item is marked as "packaged separately", it cannot be submitted for delivery together with other products.

Actual Weight and Volumetric Weight
It will have the actual weight and volumetric weight of the parcel of some routes, and the route will charge the freight according to the greater of the two.
What is the actual weight? That is the weight of the product itself, and plus the package weight of the packaging materials used for the product.
What is volumetric weight? Volumetric weight is a method for calculating the weight of light cargo in the transportation industry, that is, when the volume of the package is too large and the actual weight is small, the volumetric weight billing method will be used.
How to calculate volumetric weight? Volume weight (KG) = package length (CM) × width (CM) × height (CM)) / 5000 (or 6000, 7000, 8000 which according to the standards of third-party logistics providers).
Estimated Billing Weight and Actual Billing Weight - When will the overcharged postage be refunded?
Calculating the estimated billing weight and actual billing weight of the parcel is a function of WTCBUY to protect the interests of both users and the platform. The difference in freight will be returned in time, which is beneficial to users and lets users cost no extra money.
What is the estimated billing weight?
After the goods are put into storage, there will be a weight with the original packaging of the goods. When submitting the parcel, the system will estimate the packaging weight according to the weight of the goods in storage and calculate the total weight. If you request to remove the packaging when submitting the parcel, the weight after packaging will be inconsistent. That is the total weight when submitting the parcel is the estimated billing weight.

What is the actual billing weight?
After the parcel you submitted is packed, the warehouse will weigh and measure it. If the parcel arrives at the logistics provider's warehouse, the logistics provider does not adjust the billing weight of the parcel, that the actual billing weight is based on the warehouse weighing and measuring.
If the logistics provider adjusts the billing weight of the parcel, that the actual billing weight is based on the logistics provider's measurements. The actual billing weight can be inquired by clicking "details" on the parcel page 3 days after the it being sent out.

Tips: International freight is billed according to the actual weight and volume weight of the parcel. When choosing the logistics route that will calculate the volume weight, if the volume weight of the parcel is greater than the actual weight, it will be charged on the volume weight, that the actual billing weight of the parcel is the volume weight. If the actual billing weight of the parcel is greater than the estimated billing weight, the system will notify the user to complete the pending payment. If the estimated billing weight of the parcel is greater than the actual billing weight and exceeds the continued weight, the system will automatically refund the difference to your WTCBUY account balance within 72 hours after the parcele is shipped.

Tips: An important basis for the customs of various countries to judge civil and commercial parcels is the weight of the parcel and the quantity of items. Reference of Tariff Threshold
1. Understand the tariff rates and related regulations of the destination country
- Prohibited items: Different countries have different regulations on prohibited items. Common ones include valuable items such as cash, gold and silver jewelry, animals and plants and their products, liquid and powder items, fresh food, tobacco leaves, etc., which are generally prohibited from being mailed. In addition, countries like South Korea prohibit the entry of meat products. If such items are mailed, the package is easily seized and confiscated by customs.
- Tariff policy: It is necessary to understand the tariff threshold and tax rate of the destination country. The tariff policies of various countries and regions are referenced (Appendix 1).
- Import/export restrictions: including restrictions on the quantity, value, size, weight, etc. of items. 3. Proper packaging and labeling

VAT Reform in the UK and EU Countries
Effective 1 January 2021, the UK’s Value Added Tax (VAT) reform had abolished the VAT exemption for imports into the UK with an intrinsic value up to 15 pounds and change to tax from 0 pound, that is, goods with a declared value of more than 0 pound will be subject to VAT. Users who purchase and transport goods on WTCBUY will be responsible for the taxes incurred.
Effective 1 July 2021, the European Union’s Value Added Tax (VAT) reform had abolished the VAT exemption for for imports into the EU with an intrinsic value up to 22 euros and change to tax from 0 euro, that is, goods with a declared value of more than 0 euro will be subject to VAT. At the same time, the EU has launched IOSS (One-Stop Import Service), and it is recommended to declare VAT through the IOSS for goods under 150 euros. Some logistics routes on WTCBUY provide IOSS services, and taxes are calculated and levied based on the fixed tax rates of EU countries and your parcel's declared value. You can choose whether to use the platform's IOSS to pay taxes on your behalf according to your needs. The following are the relevant routes for your reference:

How long can the goods be stored in the WTCBUY warehouse?
Proxy purchasing parcels have a storage period of 90 days, while forwarding parcels have a storage period of 60 days, calculated from the date the order status shows 'Warehoused'. (j) items that infringe or violate any copyright, trademark, publicity or privacy or any other proprietary rights under the laws of any jurisdiction;
(k) certain pornographic items or services;
(l) ammunition, weapons or certain weapon parts or accessories, or
(m) Certain weapons or knives regulated by applicable law.
(3) In connection with the following transactions:
(a) Displaying personal information of a third party violates applicable law;
(b) support pyramid schemes, Ponzi schemes, matrix schemes, other get-rich-quick schemes or certain multi-level downline schemes;
(c) transactions related to the purchase of annuity or lottery contracts, advance deposit purchase systems, offshore banking, or transactions to finance or refinance credit card-funded debt;
(d) sell certain items before the seller has control or possession of the items;
(e) payment processors collect payments on behalf of merchants;
(f) in connection with the sale of travellers cheques or money orders;
(g) involves a currency exchange or cheque cashing business;
(h) involves certain credit repair or debt settlement services, credit card transactions or insurance activities, or
(i) involves making or receiving payments in connection with bribery or corruption.
(4) Involving the sale of products or services determined by government agencies to be likely to be fraudulent.
You are legally responsible for Your actions in using WTCBUY's Services. You shall bear legal liability in the form of, but not limited to, compensation for the infringed party, and after WTCBUY first assumes legal liability for administrative punishment or infringement damages caused by the user's actions, You shall pay WTCBUY equal amount of compensation and other losses incurred by WTCBUY thereof.
8.Liability for compensation
1.If WTCBUY and/or its affiliates suffer losses as a result of Your actions (including direct economic losses, loss of goodwill and indirect economic losses such as compensation, settlement, attorney's fees, preservation insurance, legal costs and so on), You shall indemnify WTCBUY and/or its affiliates for all such losses.
2.If WTCBUY and/or its affiliates are subjected to a third party (including but not limited to Taobao, 1688 and other platform sellers) claim as a result of Your actions, WTCBUY and/or its affiliates may recover all losses from You after assuming obligations such as monetary payment to the third party.
9.Governing law and Jurisdiction
1.These Service Agreement and any separate agreements whereby we provide You Services shall be governed by and construed in accordance with the laws of the United Kingdom.
2.Any dispute arising out of Your use of WTCBUY's Services and in connection with WTCBUY's Services shall be settled by WTCBUY through negotiation with You. If no agreement can be reached through negotiation, either party may bring a lawsuit to the court with jurisdiction in the place where these Terms are signed.

1.Policies for parcel forwarding and shopping agent services
(1). WTCBUY Product Search and Display Service
In order to facilitate the communication between You and Taobao, 1688 and other platforms sellers to purchase goods, WTCBUY will display Taobao, 1688 and other platforms sellers' sales and shopping links, so that You can complete the search for goods, through the link directly to the corresponding product details page or website, to further know about the product information or communicate with the seller. WTCBUY does not have the actual sales function, not the actual sales subject or sales platform. WTCBUY does not have the function of actual sales of goods, and is not the actual sales subject or sales platform.
(2). Shopping agent and parcel forwarding services
Shopping agent service: All agent shopping services under this Agreement are provided to you independently by the third-party purchaser, who is currently providing free services to you, but the payment for the agent-shopped goods you need is required to be paid by you in advance.
However, if you commission an agent purchaser to provide you with the service of agent shopping from third-party merchants, you will be required to pay a platform service fee to WTCBUY. The specific platform service fee is calculated at 8% of the purchase price of the goods you select for agent shopping (considering exchange rate fluctuations and settlement time, there may be minor differences in the actual calculation).
You agree that WTCBUY may directly add the platform service fee when you confirm payment for the agent shopping goods. Failure to concurrently pay the platform service fee will result in the inability to generate and validate your agent shopping order.
Parcel Forwarding: If the goods in your agent shopping order involve cross-border transportation, WTCBUY will recommend third-party logistics providers to you. You are responsible for selecting the logistics provider independently, and the logistics provider will serve you independently. You will need to pay the shipping costs to the logistics provider and the platform service fee to WTCBUY. The specific platform service fee is calculated at 8% of the shipping cost (considering exchange rate fluctuations and settlement time, there may be minor differences in the actual calculation).
You agree that WTCBUY may directly add the platform service fee when you confirm payment for the shipping costs. Failure to concurrently pay the platform service fee will result in the inability to generate and validate your shipping label. WTCBUY will not be liable for customs penalties, delivery delays, damages, or losses that occur during the international parcel shipment, and you are required to assess and bear all risks on your own.
In the event of issues with the parcel, you may authorize WTCBUY to act as a communication agent to negotiate claims with third-party logistics providers. Disputes and controversies between users and third-party logistics providers are unrelated to WTCBUY, and all compensation-related matters will be based on the standards of the third-party logistics providers. WTCBUY assumes no responsibility and bears no joint liability in these matters.
(3). Disclaimer for purchase and parcel forwarding of products
For the smooth arrival of the products purchased by You, WTCBUY may make appropriate handling for the products already arrived. You’re kindly reminded that You should make prudent purchase as certain merchants on certain procurement platforms may conduct illegal commercial activities, and WTCBUY is unable to review the information of procurement platforms/merchants/products and/or services one by one, and cannot review the quality, safety, legality, authenticity, and accuracy of the procurement platforms/merchants/products and/or services involved in the transaction one by one. WTCBUY makes no warranties thereof and is not liable for any illegal activities of the procurement platform or its merchants. You are deemed to agree and perform the subsequent operations under special conditions (visit the website below), or You may verify any doubts (if any) with the customer service staff upon the submission of order.
(4). Rules of return or exchange within 5 days without reasons
You must understand that WTCBUY provides entrusted procurement services and is not a seller of online goods. WTCBUY is not subject to the "Interim Measures for the 7-Day Return of Online Purchased Goods without Reasons". The products purchased by WTCBUY on Your behalf may be returned or exchanged (as the case may be) within 5 days without reasons. You must understand and confirm that such return and/or exchange service may be enjoyed only once within 30 days free of charge, or otherwise, the subsequent return and/or exchange may be provided with certain charge, and even part of orders may not be returned and/or exchanged.
(5). Parcel forwarding agreement and the inspection rules
It’s Your responsibility to know the prohibited international items and relevant laws and regulations. WTCBUY may sign to acknowledge the receipt of and check Your parcels in accordance with the rules on parcel forwarding and acknowledgement of receipt, and receive the parcels satisfying with the applicable requirements and make subsequent operations related thereto.
(6). Domestic return and international return
Subject to the special natures of international logistics, certain parcels may be indicated as “Not passing domestic security checks” in the customs of the country from which Your parcels are sent, in this regard, WTCBUY may arrange the re-delivery free of charge after the parcel is returned. In the event Your parcel has been shipped overseas and is returned due to reasons including but not limited to not passing international security checks, no recipient, wrong or incomplete address, unsuccessful posting, the fee for re-shipping shall be borne by You.
For the purpose of this Agreement, the domestic return is only applicable to the Chinese Mainland.
(7). Delivery delay insurance and the compensations
It shall be deemed delay of the parcel in the event the delivery time exceeds the time announced by the platform for the insured delivery route since the said parcel is sent to the third-party carrier. Compensations for the delayed delivery may be subject to the negotiations between WTCBUY and the concerned third-party logistics service providers after the recipient applies for compensations, and such compensations may be returned to the payment account for the said international parcel, provided, however, if the delay is caused by force majeure factors such as customs, weather, acts, decisions or orders of government and judicial authorities such as traffic restrictions, strikes, modifications to regulations and policies, terrorist incidents, violent crimes such as robbery and snatch, wars, and other force majeure factors, etc., it is not to be compensated.
(8). Parcel insurance and the compensations
In the event that Your parcel is lost and You have purchased the parcel insurance upon the submission of the order, the insurer may provide applicable compensation based on Your insured value. You shall know that in the event that the parcel contains the prohibited international items, or the parcel is lost due to certain factors (please refer to the insurance policy for details), You shall assume all the responsibilities for the loss of parcel.
(9). Receipt of parcel
The normal acknowledgment of receipt of the parcel indicates the closure of the whole shipping process. You shall check the outer packing box carefully upon Your signing for acknowledgement of receipt, and You may respond to customer service staff immediately for any problems related thereto after the acknowledgment.
(10). After-sales
It’s suggested that You should confirm the receipt of products on the website after receiving the parcel. You may apply for after-sales services within the valid after-sales term thereof if necessary, or otherwise, after-sales services may not be provided after the said valid term. The valid after-sales term is calculated based on the delivery days and confirmation of receipt of products.
Additional Fee Description: If additional fees such as re-delivery or delivery to a different location are incurred, you need to respond and pay the fees within the time limit specified by WTCBUY, which is based on the time when customer service notifies you via "email/SMS". If you fail to complete the above operations within the specified time, we will automatically deduct the corresponding fees from your WTCBUY account balance to ensure that your package can be delivered smoothly.
(11). Worry-free compensation policies
You should understand the related rules for all the businesses and services provided by WTCBUY, fully understand and confirm all Your rights and obligations hereunder before using the services hereunder.
(12). Compensation disclaimer
(I). WTCBUY is dedicated to providing worry-free international online shopping services for You. In the following special circumstances, it shall be deemed that you agree and approve WTCBUY to carry out subsequent operations. If you have any doubt, please contact customer service staff for verification when submitting the order.
a). Sensitive commodity:
For the smooth delivery of Your parcel, the sensitive commodities containing essential oil, care solution, lubricant, battery and glue may be taken out by WTCBUY.
b). Customs policy:
The counterfeit commodities, commodities containing plenty of liquid or powder, or equipped with a battery, or food or drugs may have certain delivery risks due to customs policies. WTCBUY shall not be liable for the customs clearance and any legal liabilities related thereto in case of any consequences arising out of the said risks.
c). Professional inspection unavailable
WTCBUY may not provide professional inspection (in terms of quality, authenticity and completeness) for certain commodities such as electric appliances, counterfeit commodities, tickets, cards and models, in this regard, our inspectors may only inspect whether the appearance is intact and the accessories are complete or not as WTCBUY can’t open the commodities to check the quality thereof. Therefore, WTCBUY do not make any commitment or assume any responsibility for the quality of our products.
d). Fragile commodities
As the commodities such as ceramics or glass commodities and the commodities in irregular forms (windscreen wiper and shock absorber) may be worn or broken during the several transportations, WTCBUY suggests that You should purchase them prudently. WTCBUY may warrant that such commodities are complete before the delivery, provided, however, in case such commodities are judged as fragile commodities by the logistics service providers and damaged during the transportations, any losses and liabilities incurred therefrom shall be solely borne by You.
e). Custom-made commodities
You’re suggested to directly negotiate with the merchants in case what You order are custom-made commodities. You may purchase such commodities based on Your ideas and originality. You shall provide us with the ways of contact with the merchants after successful negotiation. As WTCBUY may not provide professional inspection for such commodities, any losses and liabilities incurred therefrom shall be solely borne by You.
f). Order with deposit
As it’s set forth by the sellers on Taobao that the orders with deposits shall not be cancelled and the buyers thereof shall voluntarily follow up the information issued by the sellers to pay off the balance, only after that the commodities may be delivered. The deposits may not be refunded in case the payment for balance is overdue.
g). Sellers with a poor reputation
We recommend that you choose to buy goods from stores with a reputation of more than three hearts and have paid the Taobao deposit. Stores with lower credibility and without the payment of the deposit may have problems with sellers not shipping, false shipping, after-sales, legal rights and other disputes, and the resulting losses need to be borne by you.
h). CD-like commodities and figures
As CD-like commodities and figures have high collection values, and such commodities may not be inspected by opening the plastic packaging bags thereof, and hence WTCBUY only inspect whether the appearance is intact and undamaged or not while the internal situation may not be inspected, all the risks and liabilities incurred therefrom shall be solely borne by You.

(ii). WTCBUY shall not be held liable for any loss, shortage, damage or delay of mails occurred during the delivery process for any cause not attributable to WTCBUY as follows:
a). the same is caused due to the occurrence of any force majeure event (except for insured mail);
b). the commodities mailed violate the restriction or limitation provisions and have been confiscated or otherwise disposed of by the competent authorities in accordance with the applicable rules;
c). the package of mail is intact without dismantling or loss of weight when the same is delivered, while the commodities contained therein are short or damaged;
d). the receipt note is signed by the recipient;
e). the loss or delay of mail is due to any causes attributable to the user or the commodities contained therein;
f). the user fails to make an inquiry and claim during the period commencing from the date on which such mail is delivered to the expiration date of such inquiry;
g). the international mail is detained, confiscated or destroyed by the competent authorities of a country to which such mail is delivered or which such mail passes in accordance with its national laws;
- h) other reasons not attributable to WTCBUY.
(iii). Instructions for Banned Items
a). The items which are banned from mailing include;
(i). the commodities that are prohibited from being circulated or sent by the applicable national laws and regulations;
(ii). the explosive, flammable, corrosive, radioactive and toxic dangerous commodities;
(iii). the reactionary newspapers, books, windows or obscene commodities;
(iv). various currencies;
(v). such items which may impair public health;
(vi). the perishable items;
(vii). any live animals (excluding bees, silkworms, and leeches for which their packages may ensure the security of delivery and safety of workers);
(viii). such items that are not properly packaged and may endanger personal safety, or may pollute or damage mails or other mail devices;
(ix). all other items not suitable for mailing conditions.
b). Postal practice forbids delivery under the following circumstances:
(i). those, based on their natures or packages, may or are suspected to injure postal service personnel or harm mail or postal equipment;
(ii). the items sealed by metal buttons with sharp edges which may hinder mail handling equipment;
(iii). all kinds of firearms, ammunition, explosives, flammable commodities, corrosive commodities, radioactive elements and containers, potent poisons, narcotic drugs, biochemical products and infectious commodities;
(iv). various kinds of publications, publicity materials, printed materials, etc. which may endanger social security & stability, or are obscene;
(v). all kinds of items which may endanger public health;
(vi). such documents or commodities that are prohibited from entering or circulating by the other party;
(vii). any other items banned by the rules of competent customs authorities in addition to those mentioned above.
c). The items which are banned from mailing in accordance with Taiwan mailing regulations
(i). those, based on their natures or packages, may or are suspected to injure postal service personnel or harm mail or postal equipment;
(ii). the items sealed by metal buttons with sharp edges which may hinder mail handling equipment;
(iii). the flammable, explosive, or other dangerous commodities other than such brittle biological materials packaged and sent from one registered entity to another registered entity and are licensed by the competent authorities;
(iv). the live animals except for bees, silkworms, leeches or parasites sent from one registered entity to another registered entity, or insects used to eliminate pests;
(v). the radioactive items;
(vi). the opium, morphine, and other anesthetic items other than those shipping documents have been issued by the competent authorities or evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been insured or declared for their values, or have been insured and used for medicine or scientific research with the permit issued by the competent authorities;
(vii). the obscene or indecent documents or items other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(viii). the documents or items that are prohibited from entering by the competent authorities of country to which such mail is delivered;
(ix). the documents or items that are forbidden to be sold or manufactured by the competent authorities in Taiwan other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(x). lottery tickets and flyers thereof other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(xi). such contraband products prescribed by other laws and regulations.
d) Under no circumstances shall WTCBUY be liable for indirect losses or unrealized benefits.
2.1688 Shopping Agent Service Rules

III.Descriptions of International Logistics Restrictions
The commodities purchased in China must be those in conformity with the laws and regulations of the People's Republic of China (“PRC”) and are permitted for export. You agree that WTCBUY may directly add the platform service fee when you confirm payment for the agent shopping goods. Failure to concurrently pay the platform service fee will result in the inability to generate and validate your agent shopping order.
Parcel Forwarding: If the goods in your agent shopping order involve cross-border transportation, WTCBUY will recommend third-party logistics providers to you. You are responsible for selecting the logistics provider independently, and the logistics provider will serve you independently. You will need to pay the shipping costs to the logistics provider and the platform service fee to WTCBUY. You agree that WTCBUY may directly add the platform service fee when you confirm payment for the shipping costs. WTCBUY will not be liable for customs penalties, delivery delays, damages, or losses that occur during the international parcel shipment, and you are required to assess and bear all risks on your own.
In the event of issues with the parcel, you may authorize WTCBUY to act as a communication agent to negotiate claims with third-party logistics providers. Disputes and controversies between users and third-party logistics providers are unrelated to WTCBUY, and all compensation-related matters will be based on the standards of the third-party logistics providers. WTCBUY assumes no responsibility and bears no joint liability in these matters.
(3). Disclaimer for purchase and parcel forwarding of products
For the smooth arrival of the products purchased by You, WTCBUY may make appropriate handling for the products already arrived. You’re kindly reminded that You should make prudent purchase as certain merchants on certain procurement platforms may conduct illegal commercial activities, and WTCBUY is unable to review the information of procurement platforms/merchants/products and/or services one by one, and cannot review the quality, safety, legality, authenticity, and accuracy of the procurement platforms/merchants/products and/or services involved in the transaction one by one. WTCBUY makes no warranties thereof and is not liable for any illegal activities of the procurement platform or its merchants. (4). Rules of return or exchange within 5 days without reasons
You must understand that WTCBUY provides entrusted procurement services and is not a seller of online goods. WTCBUY is not subject to the "Interim Measures for the 7-Day Return of Online Purchased Goods without Reasons". The products purchased by WTCBUY on Your behalf may be returned or exchanged (as the case may be) within 5 days without reasons. You must understand and confirm that such return and/or exchange service may be enjoyed only once within 30 days free of charge, or otherwise, the subsequent return and/or exchange may be provided with certain charge, and even part of orders may not be returned and/or exchanged.
(5). Parcel forwarding agreement and the inspection rules

WTCBUY may sign to acknowledge the receipt of and check Your parcels in accordance with the rules on parcel forwarding and acknowledgement of receipt, and receive the parcels satisfying with the applicable requirements and make subsequent operations related thereto.
(6). Domestic return and international return
Subject to the special natures of international logistics, certain parcels may be indicated as “Not passing domestic security checks” in the customs of the country from which Your parcels are sent, in this regard, WTCBUY may arrange the re-delivery free of charge after the parcel is returned. In the event Your parcel has been shipped overseas and is returned due to reasons including but not limited to not passing international security checks, no recipient, wrong or incomplete address, unsuccessful posting, the fee for re-shipping shall be borne by You.
For the purpose of this Agreement, the domestic return is only applicable to the Chinese Mainland.
(7). Delivery delay insurance and the compensations
It shall be deemed delay of the parcel in the event the delivery time exceeds the time announced by the platform for the insured delivery route since the said parcel is sent to the third-party carrier. Compensations for the delayed delivery may be subject to the negotiations between WTCBUY and the concerned third-party logistics service providers after the recipient applies for compensations, and such compensations may be returned to the payment account for the said international parcel, provided, however, if the delay is caused by force majeure factors such as customs, weather, acts, decisions or orders of government and judicial authorities such as traffic restrictions, strikes, modifications to regulations and policies, terrorist incidents, violent crimes such as robbery and snatch, wars, and other force majeure factors, etc., it is not to be compensated.
(8). Parcel insurance and the compensations
In the event that Your parcel is lost and You have purchased the parcel insurance upon the submission of the order, the insurer may provide applicable compensation based on Your insured value. You shall know that in the event that the parcel contains the prohibited international items, or the parcel is lost due to certain factors (please refer to the insurance policy for details), You shall assume all the responsibilities for the loss of parcel.
(9). Receipt of parcel
The normal acknowledgment of receipt of the parcel indicates the closure of the whole shipping process. You shall check the outer packing box carefully upon Your signing for acknowledgement of receipt, and You may respond to customer service staff immediately for any problems related thereto after the acknowledgment.
(10). After-sales
It’s suggested that You should confirm the receipt of products on the website after receiving the parcel. You may apply for after-sales services within the valid after-sales term thereof if necessary, or otherwise, after-sales services may not be provided after the said valid term. The valid after-sales term is calculated based on the delivery days and confirmation of receipt of products.
Additional Fee Description: If additional fees such as re-delivery or delivery to a different location are incurred, you need to respond and pay the fees within the time limit specified by WTCBUY, which is based on the time when customer service notifies you via "email/SMS". (12). Compensation disclaimer
(I). WTCBUY is dedicated to providing worry-free international online shopping services for You. In the following special circumstances, it shall be deemed that you agree and approve WTCBUY to carry out subsequent operations. a). Sensitive commodity:
For the smooth delivery of Your parcel, the sensitive commodities containing essential oil, care solution, lubricant, battery and glue may be taken out by WTCBUY.
b). Customs policy:
The counterfeit commodities, commodities containing plenty of liquid or powder, or equipped with a battery, or food or drugs may have certain delivery risks due to customs policies. WTCBUY shall not be liable for the customs clearance and any legal liabilities related thereto in case of any consequences arising out of the said risks.
c). Professional inspection unavailable

f). Order with deposit
As it’s set forth by the sellers on Taobao that the orders with deposits shall not be cancelled and the buyers thereof shall voluntarily follow up the information issued by the sellers to pay off the balance, only after that the commodities may be delivered. The deposits may not be refunded in case the payment for balance is overdue.
g). Sellers with a poor reputation
We recommend that you choose to buy goods from stores with a reputation of more than three hearts and have paid the Taobao deposit. Stores with lower credibility and without the payment of the deposit may have problems with sellers not shipping, false shipping, after-sales, legal rights and other disputes, and the resulting losses need to be borne by you.

b). the commodities mailed violate the restriction or limitation provisions and have been confiscated or otherwise disposed of by the competent authorities in accordance with the applicable rules;
c). the package of mail is intact without dismantling or loss of weight when the same is delivered, while the commodities contained therein are short or damaged;
d). the receipt note is signed by the recipient;
e). the loss or delay of mail is due to any causes attributable to the user or the commodities contained therein;
f). the user fails to make an inquiry and claim during the period commencing from the date on which such mail is delivered to the expiration date of such inquiry;
g). the international mail is detained, confiscated or destroyed by the competent authorities of a country to which such mail is delivered or which such mail passes in accordance with its national laws;
- h) other reasons not attributable to WTCBUY.
(iii). Instructions for Banned Items

(viii). such items that are not properly packaged and may endanger personal safety, or may pollute or damage mails or other mail devices;
(ix). all other items not suitable for mailing conditions.
b). Postal practice forbids delivery under the following circumstances:
(i). those, based on their natures or packages, may or are suspected to injure postal service personnel or harm mail or postal equipment;
(ii). the items sealed by metal buttons with sharp edges which may hinder mail handling equipment;
(iii). all kinds of firearms, ammunition, explosives, flammable commodities, corrosive commodities, radioactive elements and containers, potent poisons, narcotic drugs, biochemical products and infectious commodities;
(iv). various kinds of publications, publicity materials, printed materials, etc. which may endanger social security & stability, or are obscene;
(v). all kinds of items which may endanger public health;
(vi). such documents or commodities that are prohibited from entering or circulating by the other party;
(vii). any other items banned by the rules of competent customs authorities in addition to those mentioned above.
c). The items which are banned from mailing in accordance with Taiwan mailing regulations
(i). those, based on their natures or packages, may or are suspected to injure postal service personnel or harm mail or postal equipment;
(ii). the items sealed by metal buttons with sharp edges which may hinder mail handling equipment;
(iii). the flammable, explosive, or other dangerous commodities other than such brittle biological materials packaged and sent from one registered entity to another registered entity and are licensed by the competent authorities;
(iv). the live animals except for bees, silkworms, leeches or parasites sent from one registered entity to another registered entity, or insects used to eliminate pests;
(v). the radioactive items;
(vi). the opium, morphine, and other anesthetic items other than those shipping documents have been issued by the competent authorities or evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been insured or declared for their values, or have been insured and used for medicine or scientific research with the permit issued by the competent authorities;
(vii). the obscene or indecent documents or items other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(viii). the documents or items that are prohibited from entering by the competent authorities of country to which such mail is delivered;
(ix). the documents or items that are forbidden to be sold or manufactured by the competent authorities in Taiwan other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(x). lottery tickets and flyers thereof other than those evidenced by the competent judicial authorities or police agencies to be used for evidence purpose and have been delivered through registered mail or parcel;
(xi). such contraband products prescribed by other laws and regulations.
d) Under no circumstances shall WTCBUY be liable for indirect losses or unrealized benefits.
